Overview
CBP is launching a new feature—the ACH Refund Authorization tab—within the ACE Secure Data Portal to simplify and accelerate the process for receiving electronic refunds via Automated Clearinghouse (ACH). This new functionality replaces the current manual, email-based enrollment process.
Key Details
-
New Functionality:
The ACH Refund Authorization tab will be the primary method for importers and other eligible parties to apply for electronic refunds. -
ACE Portal Account Required:
Importers must have an ACE Portal account to access this functionality. The application process verifies that only authorized individuals can act on behalf of the party eligible for the refund. -
Third Party Designation:
Importers may authorize third parties—such as licensed customs brokers—to receive refunds by submitting CBP Form 4811 (Special Address Notification) to the appropriate Center of Excellence and Expertise. -
Payment Process for Third Parties:
At this time, third parties designated via CBP Form 4811 will continue to receive refunds by paper check. CBP will announce when this group will transition to ACH payments in a future update.
How to Apply
To begin receiving ACH refunds:
-
Log in to your ACE Portal account (must have account owner role).
-
Go to the ACH Refund Authorization tab.
-
Enter the U.S. bank account details to receive electronic refunds.
-
Once approved, all future refunds will be deposited directly to the designated account.
