Effective November 1, 2025, the U.S. government will impose new tariffs on imports of medium- and heavy-duty vehicles (MHDVs), MHDV parts (MHDVPs), and buses, following a Section 232 investigation into the national security impacts of these imports.
What’s Changing?

25% Tariff: Applies to imported MHDVs and specified MHDV parts.

10% Tariff: Applies to imported buses and similar vehicles under HTSUS heading 8702.

Effective Date: Tariffs begin on November 1, 2025, at 12:01 a.m. EDT.

Tariffs apply in addition to all existing duties, taxes, and fees.
USMCA Provisions & Domestic Offsets

For qualifying MHDVs under USMCA, tariffs may apply only to the non-U.S. content, if proper documentation is submitted and approved.

U.S.-based manufacturers assembling MHDVs domestically may be eligible for tariff offset credits to reduce duty impact on imported parts (up to 3.75% of total domestic assembly value).

Similar offset programs apply to engine manufacturers assembling in the U.S.
Parts & Knock-Down Kits

Knock-down kits and equivalent part compilations will be subject to the full tariff and do not qualify for offsets, even if USMCA-eligible.

Additional MHDVPs may be added to the tariff list over time based on supply chain monitoring.
Dual Use & Declarations

Importers may declare whether a part is subject to automobile or MHDV tariff rules, if:

It is not already subject to a tariff under either program.

It is not classified under HTSUS Chapters 72, 73, or 76.

It is used for production or repair of autos or MHDVs in the U.S.

Administration & Enforcement
-
U.S. Customs and Border Protection (CBP) will enforce tariff rules and offsets.

False declarations of U.S. content may result in the full 25% tariff being applied to all relevant imports.

Products entered into foreign trade zones after November 1 must be admitted under privileged foreign status.
Exemptions

Vehicles and buses manufactured 25+ years ago are exempt from these new tariff
