Upcoming CPSC eFiling Requirements

Buckland is preparing for the upcoming Consumer Product Safety Commission (CPSC) eFiling requirements for regulated consumer products imported into the United States.

Beginning July 8, 2026, importers of CPSC-regulated products that require a Certificate of Compliance will be required to electronically submit certificate data through CBP’s ACE system at the time of entry. Products entered from a Foreign Trade Zone (FTZ) will be subject to the requirements beginning January 8, 2027.

To help support timely entry filing and reduce the risk of customs delays, cargo holds, examinations, or compliance issues, Buckland is asking clients to review their product data now and complete the attached questionnaire for products that may be subject to CPSC regulation.

Please review the attached CPSC HTS guidance/list and complete the applicable section of the customer questionnaire.

For products with existing certificates, such as a Children’s Product Certificate (CPC) or General Certificate of Conformity (GCC), please provide:

Please note that certain CPSC-regulated products may require CPC, GCC, or supporting test documentation to satisfy reporting requirements. If certificates are unavailable, additional review or customer follow-up may be necessary prior to importation. You can register your products for certification at https://www.cpsc.gov/eFiling-CPSC-Product-Registry

The information requested will support accurate CPSC eFiling submissions and help minimize customs delays, cargo holds, examinations, and compliance issues once the new requirements become effective.

Please return the completed questionnaire and all supporting documentation before July 8, 2026.

For any new products or product changes after your initial submission, please provide updated information to Buckland before the affected shipment is entered.

Buckland will use the information provided to help identify shipments that may require CPSC reporting and to support accurate eFiling submissions once the new requirements take effect.
