U.S. HTS Updates Effective July 1, 2026

The Committee for the Statistical Annotation of Tariff Schedules, commonly known as the 484(f) Committee, has finalized a series of changes to the U.S. Harmonized Tariff Schedule (HTS). These updates take effect on July 1, 2026.

The changes may add, remove, or revise certain 10-digit statistical reporting numbers used in the HTS and Schedule B for export reporting. While these updates do not change the legal tariff provisions, they may affect the classification codes required for import and export declarations.

U.S. Customs and Border Protection (CBP) is implementing the changes in the Automated Commercial Environment’s Automated Broker Interface (ACE/ABI). Once implementation is complete, CBP is expected to issue a Cargo Systems Messaging Service (CSMS) notice confirming that the updated codes are available for use.

What Importers and Exporters Should Do

Companies conducting U.S. import or export activity should review the finalized changes and determine whether any of their current HTS or Schedule B classifications are affected.
Using an outdated or discontinued statistical reporting number after the effective date may result in entry transmission errors, delays, or the need to correct submitted documentation.

The finalized list of changes is available on the U.S. International Trade Commission’s 484(f) Committee webpage.

Buckland continues to monitor the implementation of these updates and any related guidance issued by CBP. Clients with questions about how the changes may affect their classifications or customs declarations are encouraged to contact their Buckland representative.
