Today, Mexico’s Ministry of Finance and Public Credit released an advance version of amendments to the General Foreign Trade Rules (RGCE). The following updates regarding the transmission of the Electronic Value Manifest (MVE) are particularly noteworthy:
- The transition period for transmitting the MVE through the Mexican Foreign Trade Single Window (VUCEM) has been extended through September 30, 2026.
- Through December 31, 2026, the MVE may be transmitted without attaching supporting documentation related to certificates of origin, transportation documents, and estimated price guarantees, where applicable.
- Importers will also have until December 31, 2026, to transmit general information regarding contracts associated with the transaction through Form E15, which will be published in Annex 1 of the RGCE.
These amendments will take effect on the day following their publication in Mexico’s Official Gazette of the Federation (DOF).
