U.S. Modifies 50% Tariffs on Certain Canadian Products Effective October 30, 2026

On October 23, 2026, the U.S. Administration issued a new Presidential Proclamation further modifying the scope of Canadian products subject to the additional 50% ad valorem duties imposed under Section 338 of the Tariff Act of 1930.

The proclamation amends previous tariff measures introduced under Proclamation 11048 and subsequently modified by Proclamation 11065.

Key Changes

Effective Date

These modifications will take effect on October 30, 2026, at 12:01 a.m. Eastern Time, applying to goods entered for consumption or withdrawn from warehouse for consumption on or after that date. The Harmonized Tariff Schedule of the United States (HTSUS) will be amended accordingly, as detailed in Annex II of the proclamation.

Recommendations for Importers

Importers of Canadian products are encouraged to review the affected HTSUS classifications and evaluate the potential impact on their upcoming shipments and duty obligations. Buckland will continue monitoring developments and guidance issued by U.S. Customs and Border Protection (CBP) to help clients navigate these regulatory changes.
