July 28, 2025. U.S. Customs and Border Protection (CBP) has issued a General Notice announcing inflation-based adjustments to customs user fees and limitations under the Consolidated Omnibus Budget Reconciliation Act (COBRA) for Fiscal Year (FY) 2026, as required by the Fixing America’s Surface Transportation Act (FAST Act, Public Law 114–94).
These adjustments take effect October 1, 2025, and apply to a broad range of import-related transactions, including MPF, arrival fees, and informal entry processing.
Key Changes Effective October 1, 2025
1. Merchandise Processing Fee (MPF)
- Ad Valorem Rate: Remains unchanged at 0.3464%
- Minimum MPF: Increases from $32.71 to $33.58
- Maximum MPF: Increases from $634.62 to $651.50
2. Informal Entry/Release Fee (Class Code 311a)
- Adjusts to $2.69
3. Express Consignment Fee (Per Waybill)
- Adjusts to $1.34
4. Commercial Passenger Arrival Fee
- Standard: $7.39 (Class Code 485)
- Exempt Areas (e.g., U.S. Territories): $2.59 (Class Code 484)
5. Commercial Truck Arrival Fee (Class Code 492)
- Adjusts to $7.35 (CBP fee only; excludes APHIS AQI fee)
6. Dutiable Mail Fee (Class Code 496)
- Adjusts to $7.39
Background on the Adjustment
- The fee adjustments are based on a 2.59% increase in the Consumer Price Index (CPI-U) from June 2023–May 2025.
- A final adjustment factor of 34.331% was applied, as calculated under 19 CFR §§ 24.22–24.23.
- These changes affect all user fees listed in Appendices A and B of Title 19, including vessel, truck, aircraft, rail, and mail processing fees.
