Effective August 7, 2025, the U.S. Government has implemented a new tariff framework under the United States–Japan Agreement, signed July 22, 2025. This sweeping change impacts importers of Japanese goods across multiple sectors.
What You Need to Know
1. Standard Tariff Policy

A 15% baseline tariff now applies to nearly all Japanese imports into the U.S.

If the current HTSUS Column 1 rate is below 15%, the tariff is increased to reach 15%.

If the Column 1 rate is already 15% or higher, no additional tariff applies.
2. Sector-Specific Tariff Adjustments
Automobiles & Auto Parts

Subject to the same 15% baseline tariff rule.

Replaces all previously imposed Section 232 auto-related tariffs from earlier proclamations.
Aerospace Products

Civil aircraft products (except unmanned) are now exempt from Section 232 tariffs.

Effective upon notice in the Federal Register.
Generic Pharmaceuticals & Critical Natural Resources

Exempt from reciprocal tariffs if:

The product is unavailable or scarce in the U.S.

The product is a generic pharmaceutical, ingredient, or precursor.

3. Retroactive Application

Tariffs apply retroactively to Japanese goods entered or withdrawn for consumption on or after August 7, 2025.

Refunds may be available; importers should review eligible entries with their broker.
Implementation & Oversight

HTSUS Modifications: Updates to tariff classifications will be issued by the Department of Commerce and published in the Federal Register.

Enforcement & Compliance: CBP will handle enforcement, refund procedures, and origin verifications.
