The 484(f) Committee has prepared a preliminary list of changes to certain 10-digit Harmonized Tariff Schedule (HTS) statistical reporting numbers, with an expected effective date of July 1, 2026.
The list includes numbers commonly used by some Buckland clients. As of June 24, the official Spring 2026 approved list has not yet been posted by the U.S. International Trade Commission (USITC), and the proposed changes remain subject to revision.
Importers should review the HTS numbers in their product and classification databases now. Where an existing number may be replaced by multiple reporting options, determine which new number applies to each product and be prepared to provide the correct number to Buckland.
For example, the preliminary list proposes deleting HTS 8708.29.5160 and replacing it with:
- 8708.29.5150: Tonneau covers
- 8708.29.5190: Other
Clients currently using 8708.29.5160 should review affected products and identify the appropriate replacement before July 1. The full preliminary change list is available here.
These updates concern non-legal statistical reporting numbers. They do not, by themselves, change the underlying tariff classification or duty rate. However, discontinued numbers may no longer be valid for entry reporting once the updates are implemented.
CBP is preparing the updates for the Automated Broker Interface (ABI) and is expected to issue a Cargo Systems Messaging Service notice once implementation is complete. Importers should prepare their mappings now but wait for final USITC confirmation before activating database changes.
Buckland will continue to monitor the official USITC publication and related CBP guidance and will provide further information as it becomes available.
