Preparing for CARM Release 2 Implementation, Transition Measures

Starting from May 13, 2024, the CBSA Assessment and Revenue Management (CARM) system will officially serve as the primary record-keeping system for importers and other participants in the trade chain, facilitating the declaration and payment of duties and taxes for imported goods. Additionally, the CARM Client Portal (CCP) will serve as the centralized platform for trade chain partners to register their CBSA account and enroll in various CBSA programs.

During the 180-day transition period, importers will need to ensure they are registering in the CCP and posting applicable financial security to avoid disruption to the release prior to payment of duties for goods imported after the transition period ends.

In preparation for the implementation of CARM on May 13, 2024, the CBSA has devised transition measures to ensure smooth border operations and timely submission of duty payments and declarations.
